Road Rash II combines motorcycle racing with physical combat across a series of tracks. Success in races provides funds for purchasing improved motorcycles, which is necessary for progression.

The racing environment is challenging, featuring obstacles like vehicles and debris that can cause crashes. Repeated crashes can result in a motorcycle becoming inoperable. Law enforcement is present on the courses, and contact with police can lead to the player's arrest.

Interactions with other riders extend beyond racing. Players can initiate attacks, beginning with basic punches. Some opponents carry weapons, which can be taken and used against them, integrating a fighting game element into the core racing experience.
