A global oil shortage has left Tunisia as a key supplier, triggering a tense rivalry between the United States and the Soviet Union. The conflict escalates when the Soviets abduct the U.S. ambassador, prompting the deployment of Naval Officer Johnny Westland on a rescue mission to prevent wider hostilities.

The gameplay blends traditional adventure mechanics with a specialized simulation segment. Like other titles from its developer, it employs a third-person perspective with text parser interaction, where players type commands to examine and manipulate the environment. A significant part of the experience involves following precise military and procedural protocols, making the game challenging as failure to adhere to them can block progress.
