International Rugby presents a top-down simulation of rugby union competition centered on a world cup event. National teams from various continents are selectable, and tournament parameters such as wind conditions and match duration can be adjusted prior to play. The experience supports both single-player and two-player modes.

On-field actions are governed by a timing-based system for set pieces like kicks and line-outs, where a player must press a button at precise moments to influence power and trajectory. During open play, the ball carrier can pass or kick, while defenders may attempt tackles and control is dynamically switchable between team members. A detailed statistical model underpins each athlete, with attributes covering physical traits and sport-specific skills like rucking and tactics, which also tracks individual injury status.

Beyond the match itself, the game includes organizational features such as a dedicated screen for reviewing the world cup fixture schedule.
