Double Dragon 3: The Rosetta Stone concludes the series with a narrative shift to Egypt. The protagonists, Billy and Jimmy Lee, are drawn into this new setting after an encounter with a fortune teller who warns of a powerful threat there.

A notable mechanical addition is the inclusion of in-game shops. These allow players to spend currency on various aids, including enhanced attacks, special maneuvers, and additional chances to continue. Among the purchasable upgrades is a power-up that significantly enlarges the characters, which expands their reach and the potency of their strikes.

The visual presentation also marks a departure from earlier entries. The designs for the characters adopt a more realistic appearance, moving away from the previous cartoon-inspired style.
