Undercover Cops Gaiden - Hakaishin Garumaa adapts the characters from Irem's arcade beat-em-up into a turn-based board game format. Players select one of three police characters to navigate a game board, where movement is determined by a unique tile-based system.

Movement involves using numbered tiles, with higher numbers requiring a slot machine mini-game to determine the actual spaces moved. Landing on specific board spaces triggers various events, including conversations, shopping, and combat encounters.

Battles utilize the same numbered tile system for resolution. Both combatants select tiles to determine an attacker and defender, then choose additional tiles to set the power and target area for their actions. Successful attacks reduce the opponent's health, and victory yields experience points and currency.
