Mega Man: Dr. Wily's Revenge is a Game Boy action game where players control the robot hero Mega Man. The core conflict involves stopping the plans of the villainous Dr. Wily, who deploys various specialized robots to oppose the player.

Progress is saved via a password system upon reaching certain points, which helps manage the game's challenging sequence of stages. Gameplay involves navigating platforming levels, shooting enemies, and confronting a series of Robot Master bosses.

A defining mechanic is that defeating these bosses allows Mega Man to acquire and use their unique abilities.
