U.R.B.A.N The Cyborg Project is a side-view action title where the player directs a cybernetic soldier through a military facility. The protagonist, a civilian named Urban Gutter, was forcibly converted into this cyborg by a secret government program and now seeks to break out.

Movement includes walking in four directions and jumping, with progression typically dependent on locating keycards to unlock exits. The game emphasizes violent combat, with defeated enemies dismembering into gory pieces and bloodstains persisting in the environment.
