Operation Combat II: By Land, Sea & Air is a turn-based strategy wargame presented from an isometric perspective. Its primary victory condition is the destruction of the opposing headquarters, a goal pursued across one of six distinct battle terrains.

Players command a combined arms force of land, sea, and air units. The turn-based structure is made challenging by a strict time limit imposed on each player's decision-making phase. Opponents can be either the computer or another human via direct or modem connection.

The technical presentation for its era includes 256-color VGA graphics and a control scheme that blends menu commands with point-and-click interaction, accompanied by basic sound effects.
