H.U.R.L. presents a first-person action experience where the player's objective is to clean rather than combat. The setting is the Slob Zone, a domain ruled by Bob the Slob and his Hardcore Union of Radical Litterbugs, a group of large animals. Their primary offense is the theft of the world's clean underwear, which the player aims to recover.

Gameplay involves using items like soap, water balloons, and deodorant against the dirty creatures that attack. These tools are obtained from vending machines in exchange for collected rubbish. Enemies are subdued not through violence but through persistent cleaning, causing them to surrender after sustained exposure.

The visual presentation uses 3D graphics common to first-person shooters, but the core mechanic repurposes that perspective for a non-violent conflict. The player character directly confronts the litterbugs in their own territory to resolve the underwear crisis.
