Crime Does Not Pay presents a criminal underworld where players assume control of a criminal organization. The experience is framed by its challenging opposition, which includes law enforcement, other criminals, and rival factions.

Participants select from distinct roles such as a Godfather, a femme fatale, or an assassin to lead their operations. These operations involve tactics like coercion, financial corruption, and direct violence to achieve dominance.

Faction choice is available, with players able to guide either an Italian or a Chinese gang. The core objectives revolve around the accumulation of wealth and influence within this competitive environment.
