Bishoujo Senshi Sailor Moon Super S: Fuwa Fuwa Panic is a competitive puzzle title themed around the Sailor Moon series. Participants choose from a roster including Chibiusa and five Sailor Scouts, with each character possessing a distinct special ability.

Gameplay revolves around individual boards filled with colored balloons. Players shoot these balloons to score points and charge a power bar. Destroying adjacent balloons of the same color yields greater points and can uncover power-ups. A key strategic element is the generation of indestructible black balloons on an opponent's board, which can only be cleared when adjacent colored groups are removed.

The primary objective is to force the opponent's balloons to be pushed off the bottom of their board while defending one's own. Successfully filling the power bar allows a player to activate their character's unique special move, introducing a tactical layer to the match.
