International Superstar Soccer Deluxe is a soccer simulation that expands upon its predecessor. It features a selection of thirty six national teams, though the included star players are represented under altered names.

Multiple competitive formats are available, including an international cup, a league world series, and a scenario mode. Players can also design their own tournaments or leagues. Team management is supported through a variety of sixteen formations and eight strategic approaches.

The presentation emphasizes a realistic style through its player animations and sprite design. This title was initially released for the Super Nintendo before versions for the Sega Genesis and PlayStation were made available.
