Chip 'n Dale Rescue Rangers 2 is a side-scrolling action title where players control the chipmunk duo. The core objective involves navigating a sequence of large environments to stop the villain Fatcat, who has escaped custody to steal a valuable artifact called the Urn of the Pharaoh. An initial mission responding to a false bomb threat reveals this theft, setting the stage for the pursuit.

Gameplay revolves around moving through stages filled with enemies, using thrown objects as a primary attack method. Characters can pick up numerous blocks scattered throughout the levels and throw them in several directions, including diagonally. The other Rescue Rangers team members provide assistance at specific points during the adventure.

The levels are designed from a small character's perspective, making ordinary settings like a restaurant's tables and kitchen into expansive obstacle courses. Players can experience the game alone with either Chip or Dale, or two players can cooperate simultaneously. Collecting special RR blocks is another activity integrated into the stages.
