Batman Returns on the SNES adapts the film's conflict with the Penguin and Catwoman into a side scrolling action game. The primary mode is a beat 'em up where Batman fights through members of the Red Triangle Circus Gang, utilizing hand to hand combat and special moves. His arsenal for these encounters includes projectile Batarangs and screen clearing explosive devices.

Level design alternates between two formats. One allows free movement to engage enemies directly, while the other restricts travel to a single plane, emphasizing the use of the Batarang and a grappling hook for navigation. Boss confrontations, including those with the central villains, conclude each stage. A separate sequence shifts perspective to a behind the car view for a Batmobile driving segment, where players must avoid and attack clown ridden vehicles.

Story progression is supported with still images taken directly from the movie. The game integrates these elements into a challenging series of combat and driving objectives.
