J. League Winning Goal is a soccer simulation for the Game Boy where the player directs a national team. Before matches, team management allows for assigning positions like Goalkeeper, Strikers, Defenders, and Reserves from a squad of eleven players.

During play, control focuses on the athlete in possession of the ball, enabling actions such as running, passing, and shooting. The primary competition is a League Mode where the objective is to defeat other teams and secure a championship cup. For more casual play, an Exhibition Mode permits a single match against a chosen opponent.
