Gameplay involves operating different vehicles, each with its own distinct style. These range from side-scrolling bombing runs and top-down exploration to vertical shooters and time-based driving sequences. The experience is structured around missions that combine these various vehicle segments.

Players gather intelligence and rescue civilians while controlling craft like the recon ship TB1, the puzzle-oriented TB2, and Lady Penelope's car, FAB1. Narrative clues regarding The Hood's plans are provided through the space station TB5, requiring the player to assemble the information.
