The Powerpuff Girls: Him and Seek is a side-scrolling adventure set in Townsville. The core objective involves a scavenger hunt, with the girls completing various tasks for citizens to acquire specific items. These tasks can involve combat, such as fighting monsters or villains, or more investigative actions like locating lost objects.

Gameplay blends beat-em-up combat with adventure game elements. Characters can fly, eliminating traditional platforming challenges. Players control one of the three girls at a time, utilizing punches, kicks, laser beams, and a dash move. A later mechanic allows for on-the-fly switching between all three characters.

Familiar series antagonists, including Mojo Jojo, Fuzzy Lumpkins, the Gangreen Gang, the Boogie Man, and Him, appear as obstacles or opponents.
