Naruto: Ninja Council is a side scrolling action game based on the anime, serving as the first entry in its series. The narrative covers events from the survival exam through to Orochimaru's assault on the Hidden Konoha Village, incorporating some character battles from the source material but not a complete adaptation.

Players select either Naruto or Sasuke, both of whom utilize identical combo attacks and can pick up weapons such as shuriken during stages. Each character possesses three unique special moves, which require chakra to execute. Scrolls granting elemental powers like Lightning Style appear periodically, offering offensive advantages or aiding in stage progression.

Levels impose a five minute time limit, concluding with a boss encounter that also operates under a fresh five minute timer. Defeating the boss is necessary to save progress. Hidden characters within stages can restore health, and Kakashi provides tutorial hints at the start of new stages, including notes on boss weaknesses and attack patterns.
