Mutsu: Water Looper Mutsu is a platforming game where the player controls Wario, a character known for his strength and avarice. His objective is to amass wealth by raiding Kitchen Island, where pirates are said to hold a valuable golden statue among other treasures.

The core progression involves navigating stages to collect coins, which are obtained from the environment, defeated enemies, and hidden treasure rooms. A unique economic system requires Wario to spend coins to open the exit door at each level's conclusion. An optional, fair mini-game presents a risk-reward choice, allowing players to potentially double or lose half their accumulated coins before leaving a stage.

Wario's moveset is built around his physical power, including a punch that breaks bricks, a body slam, and the ability to pick up and throw enemies. This toolkit is expanded by three distinct power-up hats. One grants a charging attack and the ability to cling to ceilings, another enables temporary horizontal flight with enhanced mobility, and a third allows Wario to breathe a stream of fire for a short duration.
