Minority Report: Everybody Runs for the Game Boy Advance adapts the core premise of its 2002 film source. The setting is a future where a police unit called Precrime uses the visions of mutated humans, known as Precogs, to arrest individuals before they commit murder. The player assumes the role of Precrime officer John Anderton, who becomes a fugitive when he is falsely predicted as a future killer.

The gameplay is structured across ten side-scrolling stages presented with a pseudo-3D perspective. Initial missions involve Anderton performing his duties by apprehending criminals, while later levels shift to him being pursued by his former colleagues. Progression through each stage requires the player to engage numerous enemies using non-lethal weaponry, culminating in a confrontation with a boss character.

Combat involves a targeting system where players cycle through foes using shoulder buttons, with a penalty for accidentally shooting civilians. Anderton can utilize a dash move to take cover behind environmental objects, allowing for safer engagement. An arsenal of six weapons becomes available, ranging from a basic pistol to automatic firearms and grenade launchers, supplemented by hand grenades and melee attacks. Health, ammunition, and extra lives can be collected as items throughout the levels.

The narrative significantly diverges from the film, featuring only Anderton from the original cast and following a different plot trajectory. Story progression between levels is conveyed through comic-style illustrations.
