Herbie: Fully Loaded is a racing game adaptation of its film counterpart, casting the player as the sentient Volkswagen Beetle. The experience is structured around multiple race events where Herbie competes against other vehicles on the track.

Gameplay involves collecting power-ups during a race, which provide abilities such as a temporary speed boost, a jumping function, or a projectile to disable opponents. A distinctive system governs Herbie's performance based on his in-race standing; his speed increases when he is winning but decreases if he falls behind or suffers a collision, with his current emotional state displayed on-screen.

Several modes are available. A story mode incorporates cinematic scenes from the film to frame successive races. Once tracks are unlocked, they can be revisited in a free race mode with selectable difficulty. A more comprehensive championship mode, which must be unlocked, sequences all the races in a continuous series.
