Dragon Ball Z: Bukuu Tougeki is a fighting game adaptation of Akira Toriyama's manga. Its core gameplay involves selecting from a roster of fifteen characters, each sharing a common set of basic combat actions while possessing three distinctive special attacks. A specific button combination can shift battles into an aerial phase, where damage is dealt through a rapid button-pressing sequence instead of standard moves.

Several single-player modes structure the experience. The Tournament and Time Challenge modes both involve defeating a series of opponents, with the latter emphasizing speed. Completion of these modes rewards the player with in-game currency or unlocks additional fighters. The Endurance variants test a player's durability by pitting them against multiple foes using a single health bar, with one version featuring twice the number of opponents. A Sparring mode is available for practicing techniques without consequence.

Progression is supported by a Z-Store, where currency earned in other modes can be spent. Purchases include character profiles, artwork, and various gameplay modifiers that alter match conditions. For multiplayer, the game supports linked play against computer-controlled opponents.
