Philadelphia CTU was one of those tactical shooters you'd find on Flash game sites in the mid-2000s. It fit right in with other single-screen, objective-based games from that era, where you planned a quick assault and hoped your aim was true. You control a lone counter-terrorist operative viewed from above. Your job is to clear a single, multi-room floor of armed enemies before they kill the hostages. Moment to moment, you click to move your agent and click again to aim and fire at targets. The key mechanic is managing the building's power; cutting the lights activates your night vision scope, giving you a brief advantage in the dark. You have only three minutes in that darkness before the lights return and your position becomes exposed. The pacing is tense and deliberate, as a missed shot or a wrong turn can end the round quickly. It feels like a careful, methodical puzzle where every bullet counts.
